Client: UNICEF Location: Jakarta, and 12 provinces of Indonesia (Banten, West Java, Central Java, East Java, West Nusa Tenggara, East Nusa Tenggara, West Sulawesi, South Sulawesi, North Maluku, Maluku, West Papua and Papua

The Challenges

To execute the MTR as mandated in the Country Program Action Plan (CPAP) in consultation with the MTR Steering Committee. The review assessed the ongoing impact and relevance of the program in the light of current political, social, economic and institutional conditions and assessed whether modifications in the GoI/UNICEF program strategies contents and results, including the CPAP and Country Program Management Plan (CPMP) are warranted as a result of changes in internal and external conditions affecting the program. It is included recommendations for adjustments to strategies and sought any necessary agreement with key stakeholders.

Actual Services provided:
(1) Program documentation; (2) Provincial MTRs in coordination with UNICEF and GoI to be held in 12 provinces with site visits to selected districts where UNICEF programs/projects are being implemented. IHS organized and facilitated these provincial MTRs. (For this purpose IHS created as many teams of consultants from in-house resources as well as on assignment basis. Each team consisted of 3 people, to manage these workshops with methodologies and instruments designed by IHS.) (3) Expert services to work with and assist UNICEF program staff in meeting its objectives of the MTR; (4) conduct additional in-depth interviews with appropriate stakeholders; and finally (5) produce MTR Sectoral reports, summary MTR report, full MTR report, and revised Integrated M&E Plan.
